How to Combine Multiple JPG Images Into One PDF

Convert JPG and PNG images into one PDF, with clear page-order instructions and a three-page practice check.

To convert several JPG images to one PDF, select the pictures in JPG to PDF, then choose Convert & Download. Each image becomes a separate page. JPG, JPEG and PNG inputs can be combined in the same document.

Put the images in the correct page order

  1. Rotate sideways photos and check that all four edges of each document are visible. Use Image Rotator before conversion if needed.
  2. Select Choose images. For a predictable order, add each image separately in reading order. New selections append to the current selection.
  3. If you added the wrong files, choose Clear selected files and start again. The converter does not provide thumbnail dragging or individual page reordering before export.
  4. Select Convert & Download. Open images-to-pdf.pdf and check every page.

What page size will the PDF use?

The current converter uses A4 pages with automatic orientation: a picture wider than it is tall gets a landscape page; other pictures get portrait pages. Each image is centered inside a 24-point margin on every side and scaled proportionally to fit. It does not crop the image to fill the page. Letter and custom page-size controls are not currently available.

Mixed portrait and landscape inputs therefore produce mixed page orientations. White space is expected when an image’s proportions differ from the available page area. Making a tiny source image larger on the page does not create extra detail.

Reproducible three-page check

Download the existing sample image pack and extract it. Use only input-1.png, input-2.png and input-3.png, adding them separately in that order. Do not add the pack’s combined-image outputs.

Each input is 480 × 320 pixels. The expected document has three landscape A4 pages, one source image per page in selection order. This is an expected-output check based on the converter’s page-creation logic, not a claim that every browser has been tested. Inspect the exported PDF to confirm the page count, order and readable text.

Fix common JPG-to-PDF problems

  • Wrong order: clear and add files one at a time, or use Organize PDF on the downloaded copy.
  • Missing duplicate: the picker skips a file already selected with the same name, size, modification time and type.
  • Large PDF: use Image Resizer or Image Compressor on copies of large source photos first. Compare small print before replacing the originals. PDF compression is not guaranteed to make every file smaller.
  • Conversion fails: try one small JPG or PNG. If that works, add the others gradually to identify an unreadable image or memory limit. Keep the tab open until the download finishes.

Will the PDF be searchable?

No OCR is added. Photographed words remain image content inside the PDF. Use Image to Text when you need an editable text copy, and check its recognition carefully. That separate workflow does not add a searchable layer to this PDF.

Choose a different output when needed

Use JPG Combiner to create one continuous picture instead of separate PDF pages; the image-combining guide compares vertical, horizontal and grid layouts. If you already have PDFs, use Merge PDF to join them without converting each page to a picture.

Keep the original images until you have checked the downloaded PDF and the destination accepts it. Browser processing avoids a ToolVero file-processing upload, but ordinary website requests are separate; see the Privacy Center.
