Drop up to 50 PDFs here
Select files in several rounds or choose a folder. Only PDF files are added.
Use Move up and Move down to set document order. Adding files keeps the existing list. Maximum 50 PDFs and 100 MB in total per run; these are device-stability limits, not daily quotas.
Keep signed originals. Merging does not preserve valid digital signatures and may not preserve document-level forms, bookmarks or attachments.

Before merging: count the expected pages
A two-page application and three-page attachment should produce a five-page document. Write down the expected order first, then compare the saved result. A file-level merge does not automatically correct page numbering or remove duplicate pages.
When file order is not enough
Move complete files before merging. If you need page 4 before page 2, finish the merge and use Organize PDF Pages. If only a subset belongs in the final copy, use Extract PDF Pages first.
Troubleshooting a large batch
The current batch limit is 50 PDFs and 100 MB total. Browser memory can still run out below that limit with complex PDFs. Close unused tabs or create smaller batches. Password-protected files may need an authorized unlocked copy before merging.
Check document order before download
Files merge in the order shown in the list. Up and Down move an entire file; Remove excludes it. Adding files keeps the ones already selected. Pages inside each source keep their original order.
Follow the five-page local merge walkthrough to try moving a two-page application before three pages of attachments. The guide explains how document processing differs from ordinary page-resource requests.

Merge PDFs in the order you choose
Add separate PDF documents and use the file list to set their order. Adding a new selection keeps the files already listed. Move up and Move down work without dragging, including on touchscreens. Remove deletes an item from this selection, not from your device.
Check a five-page example
Try the fictional two-page application followed by the three-page attachment. The result should contain five pages, labelled 1 to 5 in order. The result message shows the page count and file size before download.

Choose the right PDF operation
- Organize PDF changes individual page order inside an existing PDF.
- Extract PDF Pages keeps only the useful parts of a document.
- JPG to PDF converts images before you add them here.
- Compress PDF can reduce the completed document, depending on its contents.
Frequently asked questions
Is merging PDFs free without an account?
Yes. Core merging has no account requirement, daily task quota or added watermark. Per-run limits still apply.
How many PDFs can I merge?
The current merger accepts up to 50 PDFs with a total selected size of 100 MB. You can add files over several selections or choose a folder. Complex files can exhaust device memory below these limits.
Are my selected PDFs uploaded for merging?
The merge operation runs in your browser without sending selected PDFs to a ToolVero file-processing server. Ordinary page, analytics and advertising requests are separate.
Will merging preserve all PDF features?
The merger copies pages into a new document. Check page order, forms, bookmarks and links in the output. Keep signed originals because modifying a PDF can invalidate cryptographic signatures.
Does merging lower image quality?
The merger copies PDF pages without intentionally downsampling their images. Check the output because its document structure is rewritten.
