What Does It Mean to Flatten a PDF?

Understand PDF form flattening, why it is useful for final copies and why you should keep the original form.

Flattening a PDF form places the visible field values into the page content of a new document. Use it when a completed form must look the same to recipients who may not have a compatible PDF form viewer. Keep the unflattened original: after flattening, the output's form fields are no longer editable as fields.

Check the form before you flatten it

Open the filled PDF and review every page, including radio buttons, checkboxes and multiline answers. Save a separate filled copy before making a flattened version. Empty fields will not become magically completed, and flattening does not verify whether answers are correct. If your workflow requires recipients to fill or change the form, send the original interactive version instead.

Create the flattened copy

  1. Choose the completed PDF in Flatten PDF.
  2. Select Flatten PDF Form and download the new file.
  3. Open the output in another viewer. Check that values are visible, page count is unchanged, and text has not been clipped.

For example, a five-page application with editable name and address boxes should still show those entries on all five pages, but the recipient should not be able to click into those fields to revise them.

What flattening does not do

It is not a password or confidentiality feature. Visible personal information remains visible. It is also not the same as converting every page to an image. Features outside ordinary form fields, including attachments, scripts, comments or digital signatures, may behave differently after a rewrite. Do not flatten a certificate-signed document and assume its signature will remain valid.

When a different action is better

Use Protect PDF if the goal is to require a password to open a copy. Use PDF Metadata Editor to inspect common document properties. Neither is a substitute for checking whether sensitive answers appear on the page. ToolVero processes the selected form in your browser for this operation; public libraries may be downloaded to the page. For highly sensitive forms, review the output before sharing it.
