Combine a two-page application and three-page attachment
This example produces one five-page PDF. Download the fictional two-page application and three-page attachment. Each page is labelled with its expected position, so you can check the result yourself.

- Choose the application PDF. Choose the attachment PDF next; adding files keeps your existing selection.
- Check the file list. Use Move up or Move down to put the application before the attachment. Use Remove if you selected the wrong file.
- Select Merge PDFs. Wait for the result to show two files and five pages.
- Choose Download merged PDF. Open it and check that the labelled pages run from 1 to 5.
- Check the boundary between application page 2 and attachment page 3. This is where an ordering mistake becomes obvious.
File order and page order are different
The file list orders complete documents. Moving the application moves both of its pages together. To move an individual page inside the finished PDF, use Organize PDF. To keep only pages 2 and 4 of a source, use Extract PDF Pages before merging.
Check the result before submitting it
- The expected page count is the sum of the input page counts: 2 + 3 = 5 in this example.
- Check the first page, last page and every boundary between source documents.
- Open a landscape page if one was included; merging does not standardize page orientation or size.
- Check selectable text, links and form content. Combining pages is not a guarantee that document-level bookmarks, attachments or interactive forms survive.
- A cryptographic digital signature does not remain valid merely because its visible signature image still appears. Keep signed originals and use the recipient's required submission process.
Troubleshooting
| Problem | What to do |
|---|---|
| Only one file is in the list | Choose the second file again. The list should retain the first selection. |
| The order is wrong | Use the Move up and Move down buttons before merging. |
| A PDF is password protected | Use Unlock PDF with the correct password, then merge the unlocked copy. |
| Your phone runs out of memory | Use a smaller batch or desktop browser. Total selected files are limited to 100 MB; complex files can require much more working memory. |
| The output is too large | Remove unneeded pages, then try Compress PDF. A size reduction is not guaranteed. |
Where are the files processed?
The merger reads your selected files in the browser. Its PDF library is included with ToolVero. Selecting a file does not send it to a ToolVero processing server. Opening the website can still make network requests for the page or advertising; local file processing is not a claim that your browser makes no network requests. See the Privacy Center.
Frequently asked questions
Does merging reduce scan quality?
This merger copies existing PDF pages; it does not render them to lower-resolution images. Review the output because document structure is rewritten.
Can I combine a JPG and a PDF here?
The merger accepts PDFs. Convert your images using JPG to PDF, then add that PDF to the list.
Why is the resulting file not smaller?
Merging combines documents. It is not an image-compression step, and the result normally contains the content of all selected pages.
Plan a mixed-document submission
Suppose your recipient needs an application, supporting evidence and a cover note in one file. Write down that order before opening the merger. If the cover note is a photo, convert it with JPG to PDF first; changing its filename to .pdf does not convert it.
- Check each original opens on its own. Fixing a corrupt source is a different task from merging healthy files.
- Use Extract PDF Pages when only a few evidence pages are required. Avoid including a whole report by accident.
- Add the PDFs and arrange whole files. Keep the expected page count beside you.
- Download the merged file and check each boundary between sources, not just the first page.
- If needed, use Add Page Numbers after finalizing the order. Keep the unnumbered original too.
When to stop and use another workflow
Stop if the recipient requires an untouched signed original, if interactive form behavior changes, or if the source has attachments that must remain accessible. A normal-looking page preview does not verify those features. For a phone that repeatedly runs out of memory, reducing the batch is more useful than repeatedly retrying the same large selection.
For a full sequence, follow combine and finish documents. Start another merge only after checking the exact copy you downloaded.
